I've tried it on my Nexus 5 and in Chrome for Windows. The problem with Hangouts is that you can only chat with other Google+ members, as far as I can tell. I need to be able to SMS/chat with people from my PC who are not necessarily friends, and have them be able to dial my phone number, or send an SMS, without asking them to join Google+ or use the Hangouts app.
There have been rumors that Google plans to incorporate Google Voice into Hangouts, but this has not happened. I think that Google clearly wants to switch to a model where everyone has to join Google+ to use chat or voice services. Right now anyone who has a Google account can sign up for GVoice, and either call or SMS other people who do not have any Google products or apps. GVoice is a direct connection from my PC to the cell phone of the person I call -- but only if I use GVMax. Hangouts does not have that capability, unfortunately.
